   DURING MUCH OF THE EXTENDED PERIOD.  MEDIUM RANGE
   DETERMINISTIC/ENSEMBLE DATA LACK A SIGNAL FOR AN APPRECIABLY STRONG
   LEE TROUGH OVER THE SRN-CNTRL HIGH PLAINS STATES.  AS A RESULT...THE
   PROBABILITY OF STRONG WINDS-LOW RH WILL SEEMINGLY BE LOW THROUGH THE
