   AN UPPER TROUGH WILL MOVE OUT OF THE CENTRAL ROCKIES INTO THE
   CENTRAL PLAINS TODAY...WHILE AN UPPER RIDGE BUILDS IN BEHIND IT
   OVER MUCH OF THE WEST.  AT THE SURFACE...A LARGE AREA OF HIGH
   PRESSURE WILL BUILD...AND BY TUESDAY MORNING...WILL COVER ABOUT 80
   PERCENT OF THE U.S. LANDMASS...THE EXCEPTION BEING THE EXTREME SERN
   U.S. WHERE PRECIPITATION WILL BE LIKELY IN ASSOCIATION WITH A
   FRONTAL BOUNDARY.  ALTHOUGH A DRY AIR MASS WILL REMAIN OVER SRN
   CA...AZ...AND SRN AND WRN NM...WINDS WILL NOT APPROACH CRITICAL
   LEVELS.

   BE LOW OVER MOST OF THE SWRN U.S. AND GREAT BASIN AS RELATIVELY
   HIGH PRESSURE REMAINS AND MODIFIES...BUT WINDS WILL REMAIN WELL
   BELOW CRITICAL LEVELS.  ELSEWHERE...A LARGE TROUGH OVER THE ERN
