   THE CONUS ON MONDAY...WITH UPPER RIDGING DOMINANT OVER MUCH OF THE
   SRN STATES. UPPER LOW INITIALLY OFF THE CA COAST IS FORECAST TO
   MIGRATE TOWARD NRN CA. BROAD HIGH PRESSURE/DRY CONDITIONS WILL
   PREVAIL ACROSS THE ROCKIES...WITH RITA REMNANTS SHIFTING COPIOUS
   MOISTURE/HEAVY RAINFALL ACROSS THE OHIO AND TENNESSEE VALLEYS INTO
   THE NE STATES. OVERALL PATTERN SUGGESTS FIRE WEATHER CONCERNS WILL
