   PLAINS. SURFACE HIGH PRESSURE WILL BUILD EWD FROM THE ROCKIES ACROSS
   THE CNTRL STATES. IN THE WEST...UPPER LOW WILL MIGRATE ONTO THE CA
   COAST...WITH INCREASED WIND SPEEDS ACROSS THE SOUTHWEST. IN THE
   EAST...ADVANCING COLD FRONT AND REMNANTS OF RITA WILL KEEP
   SHOWERS/TSTMS COMMON FROM THE SE STATES INTO THE NORTHEAST.

   AS UPPER LOW BEGINS TO PIVOT NEWD ONTO THE NRN/CNTRL CA COAST...BELT
   OF 50 KT MID LEVEL SWLY WINDS WILL OVERSPREAD MUCH OF THE GREAT
   BASIN TODAY/TONIGHT. THIS SHOULD RESULT IN SUSTAINED S/SW WINDS OF
   15-20 MPH...ESPECIALLY ACROSS THE SRN GREAT BASIN INTO THE LOWER CO
   RIVER VALLEY. HOWEVER INCREASING MID LEVEL MOISTURE/CLOUD COVER
   SUGGESTS MINIMUM RH VALUES SHOULD REMAIN SUFFICIENTLY ABOVE CRITICAL
   THRESHOLDS.

   EXPAND FROM THE PLAINS INTO THE NORTHEAST/MID ATLANTIC STATES IN

   AS UPPER TROUGH PROGRESSES NEWD ACROSS THE GREAT BASIN...STRONG AND
   GUSTY W/SW WINDS ARE EXPECTED ACROSS MUCH OF THE FOUR CORNERS AREA
   AND ADJACENT CNTRL/SRN ROCKIES. IN SPITE OF THE STRONG WINDS OVER
   THE REGION...CONSIDERABLE CLOUD COVER/SCATTERED PRECIPITATION WITH
   SUFFICIENTLY HIGH RH VALUES WILL BE NEGATING FACTORS FOR CRITICAL
   CONDITIONS.
