   ...SYNOPSIS...
   AN ONGOING OFFSHORE WIND EVENT OVER SOUTHERN CALIFORNIA AT THE
   BEGINNING OF THE PERIOD WILL BE DIMINISHING DURING THE DAY AS THE
   SURFACE PRESSURE PATTERN WEAKENS AND THE UPPER LEVEL LOW MOVES
   SLOWLY EAST TO SOUTHEAST INTO NORTHERN MEXICO.
   
   ELSEWHERE..A LARGE SURFACE HIGH PRESSURE SYSTEM WILL COVER MOST OF
   THE CENTRAL AND EASTERN U.S..

   PRIMARY CONDITIONS: INITIAL STRONG WINDS WITH LOW HUMIDITY THROUGH
   PERIOD
   
   STRONG NORTHEASTERLY WINDS OF 20 TO 30 MPH WITH GUSTS TO OVER 50 MPH
   WILL OCCUR DURING THE MORNING AND INTO EARLY AFTERNOON.  INITIALLY
   THE INLAND HUMIDITY WILL BE AROUND 30 PERCENT AND WILL DROP DURING
   THE MORNING INTO THE 8 TO 12 PERCENT RANGE. WINDS WILL BEGIN TO
   DIMINISH DURING THE AFTERNOON AND CONTINUE TO WEAKEN
   OVERNIGHT..HOWEVER THE HUMIDITY ACROSS THE AREA WILL REMAIN VERY LOW
   THROUGH THE PERIOD.  FUELS REMAIN VERY DRY ACROSS THE AREA WITH THE
   FIRE DANGER IN THE HIGH TO VERY HIGH RANGE.

   AN UPPER LEVEL LOW PRESSURE SYSTEM INITIALLY OVER NORTHERN MEXICO
   WILL LIFT OUT TO THE NORTHEAST OVER TEXAS PRODUCING RAIN AND
   THUNDERSTORMS OVER THE SOUTHERN TWO-THIRDS OF TEXAS.  SURFACE HIGH
   PRESSURE SYSTEM OVER THE CENTRAL AND EASTERN U.S. WILL SHIFT
   EASTWARD INTO THE ATLANTIC WITH THE HIGH PRESSURE RIDGE AXIS
   EXTENDING SOUTHWESTWARD INTO EASTERN TEXAS.  
   
   ALTHOUGH HUMIDITY WILL INITIALLY BE LOW ACROSS SOUTHERN
   CALIFORNIA..WITH ONSHORE FLOW RETURNING..THE HUMIDITY VALUES WILL
   RISE DURING THE DAY.
