   SONORA AND GRADUALLY WEAKEN. A LARGE UPPER RIDGE WILL EXPAND NEWD
   OFF THE CA COAST/PACIFIC NORTHWEST ACROSS THE NRN/CNTRL
   INTERMOUNTAIN WEST. SURFACE HIGH PRESSURE WILL REMAIN ANCHORED
   ACROSS THE GREAT BASIN.

   PRIMARY CONDITIONS: LONG DURATION OF LOW RH / GUSTY OFFSHORE WINDS /
   LONG-TERM DROUGHT
   
   GUSTY OFFSHORE WINDS HAVE BEEN ONGOING THIS MORNING DOWNSLOPE OF THE
   COASTAL MTNS WITH POOR OVERNIGHT RH RECOVERY. A CONTINUATION OF
   OFFSHORE WINDS THROUGH THE PERIOD WILL LEAD TO A VERY LONG DURATION
   OF CRITICALLY LOW RH. MIN RH VALUES OF 3 TO 8 PERCENT WILL BECOME
   COMMON THIS AFTERNOON AS TEMPERATURES WARM INTO THE 60S. AS THE
   CUTOFF LOW OVER SRN AZ WEAKENS AND MOVES SLOWLY AWAY FROM THE
   REGION...MID-LEVEL WIND SUPPORT WILL DIMINISH THIS AFTERNOON THROUGH
   TONIGHT. HOWEVER...A MODERATE SURFACE PRESSURE GRADIENT SHOULD
   MAINTAIN SUSTAINED WINDS OF 20 TO 25 MPH THIS EVENING THROUGH
   TUESDAY MORNING...MAINLY ACROSS CANYONS/PASSES.
   
   ...LOWER CO RIVER VALLEY...
   WITH NELY LOW-LEVEL WINDS TODAY...MOISTURE WILL INCREASE AS IT CURLS
   SWWD IN ASSOCIATION WITH THE CYCLONE CROSSING S-CNTRL AZ. AS DAYTIME
   HEATING COMMENCES AND LOW-LEVEL LAPSE RATES STEEPEN...MECHANICAL
   MIXING WILL ALLOW THIS INCREASED MOISTURE TO REACH THE SURFACE. DEW
   POINTS SHOULD BE AROUND 10 DEGREES HIGHER COMPARED TO SUNDAY.
   ALTHOUGH TEMPERATURES WILL BE SLIGHTLY WARMER...RH VALUES WILL
   LIKELY ONLY FALL TO AROUND 20 PERCENT. SURFACE WINDS WILL ALSO NOT
   BE AS STRONG...GENERALLY FROM 15 TO 20 MPH.

   SLIGHTLY WARMER COMPARED TO DAY 1 AND POOR OVERNIGHT RH RECOVERY
   EXPECTED TO BE ONGOING TUE MORNING...SEVERAL HOURS OF RH AOB 15
   PERCENT SHOULD DEVELOP. HOWEVER...MODEL GUIDANCE HAS TRENDED FASTER
   WITH RELAXING THE SURFACE PRESSURE GRADIENT ACROSS THE AREA...WITH
   GENERALLY LIGHT AND VARIABLE FLOW TUE AFTERNOON. DIURNAL
   INTENSIFICATION OF THE PRESSURE GRADIENT TUE NIGHT SHOULD LEAD TO
   SUSTAINED NELY WINDS AROUND 20 MPH...MAINLY ACROSS CANYONS/PASSES.
   OVERALL...IT APPEARS CRITICAL CONDITIONS WILL BECOME MORE LOCALIZED
   WITH TIME.
