THE DAKOTAS THROUGH EARLY EVENING. SUSTAINED NORTHWEST WINDS MAY
   REACH 25-30 MPH /WITH SOME GUSTS ABOVE 40 MPH/...LEADING TO A
HEIGHTENED FIRE DANGER ACROSS THE NORTHERN HIGH PLAINS. IN SPITE OF
   THE STRONG WINDS...CLOUD COVER AND/OR COOL TEMPERATURES/SUFFICIENTLY
