   WNWLY WINDS WILL OCCUR OVER MUCH OF THE SERN STATES/MID-ATLANTIC. IN
   AREAS THAT HAVE NOT SEEN MUCH RAINFALL IN THE LAST 24-48
   HRS...CRITICAL FIRE WEATHER CONDITIONS WILL OCCUR AS LOW RH READINGS
   CO-EXIST WITH THE MODERATE WINDS. ELSEWHERE ACROSS THE NATION...WEAK
   UPPER RIDGING OVER THE ROCKIES WILL SUPPORT ABOVE NORMAL
   TEMPERATURES. DOWNSLOPE WINDS OVER THE SRN HIGH PLAINS WILL SUPPORT
   A WARMING TREND...BUT RH READINGS ARE EXPECTED TO BE ABOVE CRITICAL
   LEVELS.

   PRIMARY CONDITIONS: SUSTAINED WSWLY WINDS FROM 20-25 MPH WITH GUSTS
   OVER 30 MPH...RH READINGS FROM 20-30 PERCENT...LONG TERM DROUGHT
   
   IN THE WAKE OF A SHORTWAVE TROUGH AND COLD FRONT...STEEP LOW-MID
   LEVEL LAPSE RATES COMBINED WITH STRONG MID LEVEL FLOW WILL SUPPORT
   MODERATE SFC WINDS TODAY. ALTHOUGH TEMPERATURES WILL BE NEAR NORMAL
   IN THE 50S OVER VA TO THE LOWER 60S OVER NC/SC...LOW DEWPTS IN THE
   TEENS AND 20S /SUPPORTED BY DOWNSLOPE FLOW AND LARGE SCALE DESCENT/
   WILL SUPPORT MIN RH READINGS FROM 20-30 PERCENT. THE COMBINATION OF
   THESE WEATHER CONDITIONS WITH ANTECEDENT DROUGHT CONDITIONS WILL
   SUPPORT CRITICAL FIRE WEATHER THREAT. ALTHOUGH WINDS/RH READINGS
   WILL BE ABOVE CRITICAL LEVELS OVER MUCH OF NRN AND CENTRAL
   GA/SC...MOST OF THIS AREA HAS SEEN 1-2 INCHES OF RAIN AND THEREFORE
   WILL NOT BE INCLUDED IN THE CRITICAL OUTLOOK AREA.

   IN THE WAKE OF A STRONG COLD FRONT...MODERATE WINDS ALOFT /AROUND 25
   KTS AT 4000 FT/ WILL TRANSFER TO THE SFC AND SUPPORT MODERATE NWLY
   WINDS /AROUND 15 MPH WITH GUSTS OVER 20 MPH/. ALTHOUGH AFTERNOON
   TEMPERATURES WILL AVERAGE AROUND 5 DEG BELOW NORMAL /FROM 65-70

   PERCENT. COMBINED WITH THESE WINDS AND LACK OF RECENT

   STRENGTHENING MID LEVEL FLOW OVER THE SRN ROCKIES WILL SUPPORT THE
   DEVELOPMENT OF A LEE TROUGH. DOWNSLOPE LOW LEVEL FLOW WILL SUPPORT
   ABOVE NORMAL TEMPERATURES FROM 60-70 DEG F. A MODERATE PRESSURE
   GRADIENT BETWEEN HIGH PRESSURE OVER THE LOWER MS VALLEY AND THE LEE
   TROUGH WILL SUPPORT MODERATE WINDS /15-20 MPH/. DESPITE WARMING
   TEMPERATURES...THE COMBINATION OF MARGINAL WINDS AND INCREASING LOW
   LEVEL MOISTURE WILL PRECLUDE CRITICAL FIRE WEATHER CONDITIONS.

   HIGHER TERRAIN OF SERN NM/SWRN TX. SUSTAINED SWLY WINDS FROM 20-30
   MPH WITH HIGHER GUSTS ARE EXPECTED. ATTM...THERE REMAINS SOME
   UNCERTAINTY REGARDING AFTERNOON MIN RH READINGS. THEREFORE WILL NOT
