   NWLY WIND ON THE BACK SIDE OF THE AFOREMENTIONED UPPER TROUGH/LOW
   WILL SUPPORT INCREASING FIRE DANGER OVER PORTIONS OF THE NRN
   ROCKIES/HIGH PLAINS...BUT LACK OF HIGHER WIND SPEEDS AND LOWER RH
