   CONDITIONS WILL EXIST BEHIND THIS FRONT AND UNDER THE UPPER RIDGE.
   
   LOCALLY GUSTY OFFSHORE WINDS WILL BE LIKELY DURING THE MORNING
   ACROSS SWRN OREGON AND INTO NRN CA...BUT THESE WINDS WILL LIKELY
   DECREASE WITH TIME AS THE PRESSURE GRADIENT LOOSENS. 
   
   ELSEWHERE...COOL AND DRY CONDITIONS WILL EXIST ACROSS THE NERN
   STATES UNDER THE INFLUENCE OF HIGH PRESSURE...WHILE THE MAJORITY OF
