   ANOTHER IN A SERIES OF SHORTWAVE TROUGHS EVIDENT IN SATELLITE
   IMAGERY THIS MORNING WILL MOVE ONSHORE THE NRN CA/OREGON COAST TODAY
   AS A DOWNSTREAM DISTURBANCE EXITS INTO MANITOBA.  SURFACE HIGH
   PRESSURE WILL DOMINATE MUCH OF THE WEATHER FOR THE CENTRAL PART OF
   THE CONUS RESULTING IN TEMPS GENERALLY NEAR OR ABOVE AVERAGE. 
   MODERATE SUSTAINED WINDS /15-25 MPH/ WITH HIGHER GUSTS WILL DEVELOP
   OVER PARTS OF THE CENTRAL PLAINS.  HOWEVER...MODEL SOUNDINGS
   INDICATE A SUBSTANTIAL CAPPING INVERSION WILL EXIST OVER THE
   AFOREMENTIONED AREA...LIMITING DEEP MIXING AND STUNTING MINIMUM
   SURFACE RH VALUES TO REMAIN ABOVE CRITICAL LEVELS.  AREAS FURTHER W
   OVER THE CENTRAL HIGH PLAINS WILL LIKELY HAVE LOWER MIN RH BUT WINDS
   WILL BE WEAKER.  ATTM...NO LARGE AREAS OF CRITICALLY LOW RH/STRONG
   SUSTAINED WINDS APPEAR PROBABLE...PRECLUDING CRITICAL AREAS.

   PARTS OF THE SWRN U.S. EXTENDING NEWD OVER THE CENTRAL HIGH PLAINS. 
   AT THE SURFACE...SURFACE CYCLOGENESIS WILL COMMENCE OVER ERN
   COLORADO WITH AN ATTENDANT LEE-SIDE SURFACE TROUGH DEVELOPING SWD. 
   AS A RESULT...A STRENGTHENING SURFACE PRESSURE GRADIENT WILL AID IN
   CREATING BREEZY CONDITIONS OVER THE PLAINS.
   
   ...PARTS OF THE S-CENTRAL HIGH PLAINS...
   MODERATELY STRONG SWLY 700MB WINDS /40 KTS/ WILL OVERSPREAD THE
   REGION TUESDAY AFTERNOON.  SUNNY SKIES AND SEASONABLY WARM TEMPS
   WILL FAVOR THE DEVELOPMENT OF STEEP LOW LEVEL LAPSE RATES.  WITH DRY
   SWLY LOW LEVEL TRAJECTORIES SETTING UP...SUFFICIENT BOUNDARY LAYER
   MIXING WILL LIKELY OCCUR.  THIS MAY RESULT IN SUSTAINED WINDS AROUND
   20 MPH AND MIN RH POTENTIALLY AS LOW AS 20-25 PERCENT.
