   ...SYNOPSIS...
   A DEEP UPPER LEVEL TROUGH DOMINATES THE EASTERN HALF OF THE COUNTRY
   WITH VERY COLD TEMPERATURES IN THE EAST.  IN THE WEST...AN UPPER
   LEVEL RIDGE OF HIGH PRESSURE HOLDS OVER THE AREA.  OVER THE CENTRAL
   PORTIONS OF THE COUNTRY...ACROSS THE CENTRAL AND SOUTHERN
   PLAINS...VERY STRONG NORTHWESTERLY WINDS AND LOW HUMIDITY ARE
   EXPECTED THROUGH MUCH OF THE DAY.
   
   AS AN UPPER TROUGH APPROACHES THE SOUTHERN CALIFORNIA...LIGHTER
   OFFSHORE WINDS ARE EXPECTED AND A GRADUAL INCREASE IN THE HUMIDITY
   THROUGH THE PERIOD.
   
   ...CRITICAL FIRE WEATHER AREA - MUCH OF CNTRL AND SRN PLAINS...
   
   PRIMARY CONDITIONS: STRONG AND GUSTY NW WINDS..VERY LOW RH AND VERY
   DRY FUELS
   
   STRONG AND GUSTY NWLY WINDS OF 25 TO 35 MPH WITH HIGHER GUSTS TO
   OVER 40 MPH ARE EXPECTED EARLY TODAY INTO AT LEAST MID AFTERNOON
   BEFORE BEGINNING TO DIMINISH BY EARLY EVENING.  HUMIDITY HAS
   REMAINED LOW OVERNIGHT... GENERALLY IN THE 20 TO 30 PERCENT RANGE
   AND IS EXPECTED TO DROP TO 10 TO 20 PERCENT OVER MUCH OF THE AREA BY
   AFTERNOON.  TEMPERATURES ARE EXPECTED TO BE MILD WITH 50S TO
   60S...HOWEVER OVER MOST OF THE AREA...THE FUELS ARE EXTREMELY DRY. 
   MUCH OF THE NORTHERN HALF OF THE AREA WHICH IS DRY SHOULD EXPERIENCE
   THE STRONGEST WINDS WHILE THE SOUTHERN HALF OF THE AREA WHICH IS IN
   A SEVERE TO EXTREME DROUGHT WILL STILL HAVE VERY LOW HUMIDITY
   ALTHOUGH THE WINDS MAY NOT BE QUITE AS STRONG AS IN THE NORTHERN
   PORTION OF THE AREA.

   ...SYNOPSIS...
   THE UPPER LEVEL TROUGH OVER THE EAST WILL BEGIN TO MOVE OFF THE EAST
   COAST BY THE END OF THE PERIOD WITH VERY COLD AIR REMAINING OVER THE
   EAST.  ALSO...THE UPPER LEVEL RIDGE IN THE WEST WILL SHIFT SLIGHTLY
   EASTWARD...TOWARDS THE CENTRAL PORTIONS OF THE COUNTRY.  AS THE
   UPPER RIDGE MOVES EASTWARD...THE WINDS OVER THE CENTRAL PLAINS
   SHOULD NOT BE AS STRONG AS ON MONDAY...HOWEVER...THE STRONG
   NORTHERLY FLOW WILL CONTINUE ON TUESDAY ACROSS SOUTH TEXAS.  AN
   UPPER LEVEL TROUGH WILL BE APPROACHING THE WEST COAST WITH
   CONDITIONS IMPROVING ACROSS SOUTHERN CALIFORNIA AS MORE OF AN
   ONSHORE COMPONENT BUILDS OVER THE AREA WITH RISING HUMIDITY.
   
   THE SOUTHEAST WILL BE VERY COLD WITH GENERALLY DRY CONDITIONS ON
   TUESDAY.
   
   ...CRITICAL FIRE WEATHER AREA - SRN TX...
   
   PRIMARY CONDITIONS: STRONG AND GUSTY NLY WINDS...VERY LOW RH AND
   EXTREME DROUGHT
   
   STRONG NORTHERLY WINDS OF 20 TO 30 MPH WITH SOME HIGHER GUSTS ALONG
   WITH HUMIDITY AROUND 15 TO 20 PERCENT FROM LATE MORNING INTO LATE
   AFTERNOON ARE EXPECTED ON TUESDAY.  THESE FACTORS ALONG WITH THE
   SEVERE TO EXTREME DROUGHT WILL PRODUCE CRITICAL FIRE WEATHER
   CONDITIONS ACROSS THE AREA.
