   EARLY TUE. QUASI-STATIONARY FRONTAL BOUNDARY WILL REMAIN DRAPED
   ACROSS THE SRN HIGH PLAINS.

   LOW/MID-LEVEL W/SWLYS WILL CONTINUE TO GRADUALLY STRENGTHEN IN
   ADVANCE OF SWRN CONUS TROUGH. THIS WILL RESULT IN SUSTAINED WINDS
   FROM 25 TO 35 MPH OVER THE HIGHER TERRAIN...WITH MORE MODERATE
   SPEEDS AROUND 20 MPH INTO THE PECOS VALLEY OF SERN NM.
   HOWEVER...MID/UPPER-LEVEL CLOUD COVERAGE APPEARS APT TO INCREASE AND
   THIS WILL HINDER INSOLATION...LIKELY MITIGATING THE DEVELOPMENT OF
   LOW RH OVER HIGHER TERRAIN. DOWNSLOPE EFFECTS WITHIN THE PECOS
   VALLEY SHOULD YIELD A BRIEF PERIOD OF RH NEAR 15 PERCENT AND MAY
   LEAD TO LOCALIZED/SHORT-DURATION CRITICAL CONDITIONS.
