   SUMMARY...A LOCALIZED SVR RISK WILL EXIST WITHIN A CONFINED AREA OF
   CNTRL NEB NEAR AND AROUND CUSTER COUNTY IN THE SHORT-TERM.

   DISCUSSION...SFC ANALYSIS INDICATES A WEAKLY BAROCLINIC WIND-SHIFT
   AXIS EXTENDING W/E FROM ARTHUR COUNTY TO LOUP COUNTY WHERE IT
   INTERSECTS A STATIONARY BOUNDARY EXTENDING SSEWD INTO BUFFALO
   COUNTY. A SUPERCELL ENTERING NRN CUSTER COUNTY HAS SHOWN SIGNS OF
   RIGHTWARD-DEVIANT MOTION RELATIVE TO THE MEAN FLOW...KEEPING IT IN
   PROXIMITY TO THE STATIONARY BOUNDARY. PRESENT INDICATIONS ARE THAT
   INCIPIENT CONVECTION BACKBUILDING WWD ALONG THE WIND-SHIFT AXIS MAY
   CONTINUE MERGING WITH THE SUPERCELL...WITH ALL OF THIS ACTIVITY
   SPREADING SSEWD TO ESEWD INTO A MODESTLY MOIST/UNSTABLE BOUNDARY
   LAYER -- E.G. SFC DEWPOINTS AROUND 56-60F AND MLCAPE AROUND 1000
   J/KG. IN ADDITION TO LARGE HAIL AND PERHAPS DAMAGING WINDS...A
   TORNADO CANNOT BE RULED OUT IF ANY MORE DISCRETE CONVECTIVE
   STRUCTURES WERE TO BE SUSTAINED.
