   SUMMARY...Periodic and localized whiteout conditions continue to be
   possible this afternoon as winds increase across northeast New
   Mexico.

   DISCUSSION...Light to moderate snowfall continues across northeast
   NM into the west/northwestern TX Panhandle. This snow is largely
   being driven by broad synoptic ascent associated with the left-exit
   region of an upper-level jet over the Southern Plains. Additionally,
   isentropic ascent within the TROWAL coincident with a confluence
   axis at around 700 mb from southwest KS into northeast NM is
   providing more localized ascent over the region. Areas of weak
   instability rooted in the 700-600 mb layer (per recent RAP forecast
   soundings) are also allowing for transient and localized pockets of
   more moderate to heavy snowfall. 

   While these factors are yielding mostly moderate (to at times heavy)
   snowfall rates, surface winds have increased within the past hour to
   around 25 mph with frequent gusts near 35 mph for some locations.
   This is slightly sooner than expected by most guidance, and has
   resulted in reports of whiteout conditions for parts of northeast NM
   this morning. Winds are forecast to increase slightly into the
   afternoon, and when coincident with falling snow, should continue to
   lead to periods of whiteout conditions. There is some uncertainty
   regarding how long these conditions will last heading into the
   mid/late afternoon as snowfall gradually diminishes and temperatures
   climb closer to freezing, which may limit the potential for blowing
   snow.
